Preparation, Ordinance and Implementation of the Public Procurement under the Public Procurement Law - Practical and Legal Issues

Over the next two days, CHRDRI will hold a training seminar on "Preparation, Ordinance and Implementation of the Public Procurement under the Public Procurement Law - Practical and Legal Issues."
The seminar starts today, June 4, and is intended for employees of MLSP and SLUs to the Minister of Labour and Social Policy, and other state and municipal administrations, social partners, and NGOs that are involved in the preparation of contracts. It requires participants to have a professional experience between 1 and 3 years in Committees on public procurement, including in the implementation of projects financed from structural funds of the European Union.

The aim of the training is to acquaint attendees with current public procurement legislation. They will gain skills for practical application of the PPL, and will refine their abilities to administer contracts resulting of public procurement.

The program includes clarification of specific elements of the system of public procurement - control of the contracting authority, procurement, practice of the Commission for Protection of Competition (CPC) and the Supreme Administrative Court (SAC) in relation to the common assumptions of appealing and financial corrections of public procurement with EU funding.

Participants will address the key steps in the awarding of public procurement in the context of recent changes of the PPL in 2014. They will learn the basic steps of conducting public procurement: preparation of documentation; preliminary control of public procurement financed by EU funds; work of the Commission for reviewing, evaluation and ranking of tenders of PPL; subsequent inspections of audit bodies.

The focus of the training is placed on the practice in relation to part of the introduced significant changes to the PPL in 2012 and 2014.

The training seminar was organized mainly through practical activities and will be held in the form of lectures, followed by discussions on practical questions of the participants, as well as solving many study cases.

Upon completion of the seminar trainees will be issued certificates.
